The Oklahoma Legislature just won't stop trying to pass a flower pre-packaging bill. Here's what's going on with them this time.
Happy Leap Year, by the way…
The deadline for introduced bills to be out of their standing committees is Thursday Feb 29th next week.
There were two(2) bills introduced in OKLEG with essentially identical language, one in the House by Representative Coleman, and one in the Senate, by Senator Garvin.
Rep. Coleman's bill has passed out of committee and amended but the title has been stricken; Coleman said he wanted to do more research as to how businesses are affected by this, and in the hearing he was asked questions about how smaller 'mom n pop' businesses might have to become more manufacturers than growers, and asked about what other burdens this could cause for them.
Sen. Garvin's bill in the Senate has not been heard as of this post, so far has been routed to the Business and Commerce committee.
But now there is a new pre-packaging bill vote via one of the introduced shell bills. Shell bills are bills that are filed at the beginning of the session with no substantive language, just a title, so there were a few introduced at the beginning of the session with only the language “This creates the Medical Marijuana Act of 2024” and nothing else, then later they will get other language moved into them.
Here's the proposed committee substitute to HB3361, which was a shell bill when it was introduced.
Here's the agenda for Wednesday, Feb 28th for the Alcohol Tobacco and Controlled Substances Committee.
Here's a link to their members, TJ Marti brought the committee substitute.
